Navi Mumbai Municipal Corporation – Head Office NMMC

Description

Since the growth of Mumbai, the country's financial capital, was constrained by its extensive coastline, the government began exploring options in the late 1960s to alleviate the additional population pressure on Mumbai. Noted architects such as Mr. Charles Correa, Mr. Shirish Patel, and Mr. Pravin Mehta proposed the land across the Thane creek as a viable alternative to Mumbai.

For this ambitious project, it was decided to develop a city on the land encompassing 95 villages, including 29 villages in Thane taluka, 38 in Panvel taluka, and 28 in Uran taluka. Consequently, the City and Industrial Development Corporation (CIDCO) was established on 17 March 1970 to oversee the development of Navi Mumbai.

CIDCO developed several key nodes in Navi Mumbai, including Belapur, Nerul, Vashi, Sanpada, Koparkhairane, Ghansoli, and Airoli. To ensure the systematic provision of essential services such as water supply, sewerage, health, sanitation, lighting, and more, the Urban Development Department of the Government of Maharashtra issued a notification number N.B.C. / 1091/140 / CR-1491 / Navi-20, 17 December 1991, leading to the establishment of the Navi Mumbai Municipal Corporation (NMMC) on 1st January 1992. At its inception, the NMMC included 45 villages previously under the Gram Panchayat of Thane Zilla Parishad. Since January 1, 1998, CIDCO-developed nodes have been gradually transferred to the Navi Mumbai Municipal Corporation, ensuring the continued provision of high-quality civic amenities. As a result, the NMMC has consistently received state, national, and international awards for its quality service and innovative projects.

The Navi Mumbai Municipal Corporation has achieved national prominence through various projects and initiatives. These include becoming the first post-independence water-rich municipal corporation with its own Morbe Dam, implementing an eco-friendly solid waste management project based on scientific landfill methods, and operating state-of-the-art sewage treatment plants using C-Tech technology and tertiary treatment plants that recycle wastewater for industrial use. The city boasts over 225 beautiful gardens, comprehensive health facilities with three hospitals, two Mother and Child Hospitals (MCH), and 25 Urban Health Centres, as well as a focus on quality education through more than 80 schools, ETC Centre providing education, training, and services for people with disabilities. Additionally, Navi Mumbai has an extensive passenger bus service network operated by NMMT and various welfare schemes aimed at the welfare of women, children, and the Backward Class.

In the Swachh Survekshan of the Central Government and the Majhi Vasundhara Abhiyan of the Government of Maharashtra, the Navi Mumbai Municipal Corporation has continually improved its ratings.

The iconic Navi Mumbai Municipal Corporation's (NMMC) head office building is not just an office complex, but it also reflects the spirit of Navi Mumbai. The building was conceptualized to house various Administrative and Engineering departments of the Municipal Corporation and the Political Head offices and General Body hall under one roof. The Project is visualized as an imposing and expressive structure whose identity as the office of Municipal Corporation has established itself successfully in a very short period.

The challenge in the designing was to incorporate the various departments in such a way that it would reflect what Navi Mumbai stands for, that is progress, transparency, discipline, respect for art and culture, embracing technology, readiness for growth, etc, all of which have been depicted very well in this piece of architecture. The design has set two National and one World records – Tallest Indian Flag Mast of height 225 feet, the Largest Glass Reinforced Concrete Dome (Width: 37.314 m, Height - 16.409 m), and the World's Largest Post Tension Beam Slab (Length -43.21 m ).

The building is earthquake-resistant and boasts of several modern technologies like advanced smoke detection systems, CCTV surveillance, etc, and has incorporated several energy-efficient and eco-friendly features such as rainwater harvesting, a biogas plant, and other elements of sustainability. It has been registered with LEED-IGBC for Green Building Certification for GOLD rating. Special consideration has been given to reducing the heat island effect and increasing the efficiency of air-conditioning for the building which has been designed as a zero discharge complex. There is abundant flora and fauna to sustain the environment and grass pavers have been used for water absorption in the ground.
